Pilot 3. Pieria, Greece

Location Description
Pieria Prefecture has a total population of 129.846 inhabitants and an area of 1.516.702 acres. Pieria is located in North Greece combining mountainous areas (Mt. Olympus, Mt. Pieria) and areas by the sea (Thermaikos Gulf). Katerini is the capital of the prefecture, with a total population of 56.434 inhabitants located in the centre of the Prefecture with a total area of 93.459 acres, mainly flat. Katerini has 4 organised settlements of low income social housing. Responsible for these settlements is the Workers’ Housing Organisation.

Housing Description
In the framework of ECOLISH proposal, as a pilot location from Greece was chosen the oldest settlement as most interesting from energy point of view for the Energy Performance Contacting. The blocks under examination were constructed in an area of around 20acres. In this area were built 150 apartments and 5 stores. The settlements are organized in 17 blocks (16 of apartments and 1 of stores), built in two different periods. The first 71 apartments (covering around 50% of the total area) were built with a permit of 1974, completed within three years period (1977). They are organized in 8 blocks, covering (as apartments) 5.511,50 sq. m. net area and 5.745,84 sq. m. gross area. The 71 apartments are of four different types; of 82,69 sq. m., of 77,40 sq.m., 73,65 sq.m. and of 73,06 sq.m. The rest 79 apartments along with the 5 stores (covering around the rest 50% of the total area) were built with a permit of 1978, completed within three years period (1981). They are organized in 9 blocks (8 for apartments and 1 for stores), covering (as apartments) 6.721,28 sq. m. net area and 7.001.33 sq. m. gross area. The 79 apartments are of six different types; of 100,87 sq. m., of 96,39 sq.m., 95,91 sq.m., of 85,41 sq.m., of 65,54 sq.m. and of 65,54 sq.m.
The 16 apartment blocks are of three floors (ground floor, 1st floor and 2nd floor). The main characteristics of the apartments are:

No insulation
Wooden fenestration
Different Central Heating system for each block, with no management systems or selection devices
Some residents have materialized actions related to energy efficiency as fenestration alterations, setting up of cooling units and solar collectors, sun protection small scale installs.

There is no central energy management system for the apartments and residents are responsible for covering their energy demands. The existing insulation, fenestration and central heating system characteristics lead to high demands. The resident density per apartment is 3,5-4, leading to a total of around 600 residents. The residents are of low income (in order to be chosen by the Workers’ Housing Organisation) and they have complete ownership of their apartment. The Workers’ Housing Organisation has ownership of the rest area and the stores. As result, all rehabilitation action expenses are to be covered by the residents of the apartments. The Workers’ Housing Organisation covers actions of their ownership and of the residents at special situations (i.e. earthquakes, pilot projects).
