Objective
Work package 7 is aiming to make the envisaged successful outcomes of the project known and used.
During the whole project duration the various types of project participants will provide feed back on draft dissemination plans and materials.
The emphasis in the dissemination plan for the early phase of the project will be on informing, creating awareness of the potential of energy performance contracting and obtaining feed back from target groups, key actors and decision makers at national/regional and European level.
Later in the project the attention will also be focused on concrete information to potential users of the project’s results, in order to obtain feed back and active contributions; and also on information (of more general nature) to other persons and organisations who have an interest in seeing the results of the project being used.
Description of the work
Task 7.1: ECOLISH international website
The ECOLISH international (general) website will be created to serve as the platform basis for the exchange and dissemination of results.
The objective of establishing a thematic website as a space for sharing information and documentation of interest on retrofitting technologies, organisation and financial construction, providing support for the envisaged target groups at all stages. It would also provide a more flexible and direct space for exchanging experiences.
This site would provide a reference point over aspects of introducing and applying innovative technologies on retrofitting, energy exploitation and energy performance contracts for members, potential members, the general public and other European communities. In this way, the website would become a key tool for supporting and promoting energy performance contracts and energy efficiency of existing housing stock. The website is also important in relation to the EPBD across EU member states, regarding the energy performance of existing buildings.
The website will be set up from the very beginning and, in accordance with the SAVE rules, will be maintained for at least two years after the end of the project.
All project deliverables and results will be placed on this web site.
Task 7.2: ECOLISH local websites for pilot locations
To achieve an optimal information exchange on the pilot locations it is encouraged that the occupant organisations (foreseen in task 4.1) will make their “own” district website. One of the pilot locations, Vrieheide Heerlen the Netherlands already has their own website with local news:www.vrieheide.nl which is very popular and widely used by the occupants. The local websites will be used to put on project information in native language. It can also be used by utilities or Energy Exploitation Companies for telemetering and giving education on energy uses and savings. The target is that at least 3 pilot locations succeed to make their own local website with these items and with a link to the general ECOLISH website. It is expected that the local website will be powerful instrument for actively involving occupants to the project.
Task 7.3: Detailed dissemination plan and collaboration with key actors
As first action in this task a detailed dissemination plan will be worked out. The dissemination shall be tailored according to different target groups to be addressed.
Therefore,
step 1 is:
- To identify clusters of main key actors (‘who’)
- To identify the main envisaged project outcomes for dissemination (‘what’)
- To investigate different options (means) for dissemination (‘how’)
Step 2:
- To create a matrix combining ‘who’, ‘what’ and ‘how’ with, per target group ; selecting the highest priorities, specify the intended goals (‘what do we want to see changed’) and add a timeplan
- To create links with other existing groups for possible combined communication/dissemination
Around midterm of the project, this plan will be updated: adjusted to possible changes in the envisaged outcomes of the project and to feed back obtained from the partners in the project and from other target groups. The update will also focus more on the dissemination after the end of the project.
Dissemination means:
Audio/video/web: web site, interactive information guide (wizard, intelligent checklist), CD ROM
Written material (reports, best practice examples, etc. EU scale; national scale )
Press releases (EU level, via EU associations also: national), technical papers, bilateral meetings

The actual prioritisation and selection is part of the project (task 7.1) and should result in completion of the following table (the dissemination plan):

Task 7.4: Specialised workshops with key entities
Five specialized national workshops and one international workshop will be organised with key entities to inform them and exchange all working points that are on the table.
These workshops could range from the most generic, such as organising technical seminars on subjects of interest to organising a specific programme to define, implement and manage innovative technologies application.
The workshops will be held in conjunction with project meetings, as to minimize travel costs.
Preferably the workshops will be spread over different European regions, allowing specific regional interests to be covered. The main theme of each workshop should be defined in accordance with the planning of deliverables of the work packages, maximising the information, feed back and active involvement of the key players.
Task 7.5: Promotional Pilot location and project visits by occupants
To enlarge the involvement and commitment of the occupants of the pilot locations, not only on a local but also on a EU scale, promotional project visits are planned for the representatives of the occupant organisations (task 4.1). Also (national) promotional technical visits (for example to supplying industries to show products, production processes) are planned.
Task 7.6: EU Seminar on Energy Performance Contracting and Energy Exploitation
At the end of the project a EU seminar will be organized on retrofitting of social housing and energy performance contracting
Task 7.7: Brochure on Energy Performance Contracting and Energy Exploitation
At the end of the project 5000 brochures will be made on the results of the ECOLISH project. The brochures will be distributed to the members of the target groups represented by the umbrella organizations in the Project Advisory Committee.
Task 7.8 : Dissemination to HVAC branch
REHVA has following contribution to the dissemination to the HVAC branch:
- hosting a web site connected to REHVA web site to present the project to our member associations and HVAC engineers in Europe.
- Advertisement in the REHVA journal and a follow up of the project.
- Organize one seminar in an international conference: i.e. CLIMA 2007 in Helsinki. Three dissemination events (a technical seminar or Workshop) will be organized on the role of the HVAC industry in Energy Performance Contracting during the REHVA annual general Assembly where all representatives of 30 national associations are presents.
- Editing guide books for the HVAC Engineers in Europe.
Task 7.9. : Dissemination on the use of the calculation model on energy exploitation and the Toolkit sustainable energy
The calculation model for energy exploitation and the Toolkit sustainable energy for existing residential buildings will be presented at selected conferences.
Outcome of this work package
- final implementation of energy performance contracting on EU scale but with understanding and commitment on local scale.
