Objective
Objective of work package 5 is to evaluate the energy benefits from the implementation of the selected energy retrofitting measures from work package 2, task 2.4, see also figure 4.2. Also, to evaluate the economic and financial characteristics of the investments, and compare them against traditional financial schemes. Finally, to study and prepare all the necessary details that will lead to an immediate implementation of the retrofitting plans. The evaluation forms the basis of the contracting, see figure 4.2

Description of the work

The overall work in the package will include three specific tasks:

Task 5.1. Evaluation of the energy conservation and benefits from the implementation of the retrofitting techniques.
Using advanced and validated simulation techniques the expected energy conservation will be calculated for each case study. The study will include a full assessment of all energy and environmental benefits.

Task 5.2. Economic and Financial characteristics of the Retrofitting plans.
Based on the results of task 1, the cost of the planned interventions as well as the economic benefits resulting from the energy conservation will be calculated. Using economic tools the main characteristics of the investments will be estimated and compared against traditional financing schemes. The advantages and disadvantages of the proposed financial scheme will be analysed in details

Task 5.3. Preparation of the Implementation Plans.
During this task all details concerning the implementation of the proposed retrofitting measures will be studied and final implementation plans will be prepared. Organisation and planning will be elaborated according to the Model Quality Control style as developed in IEA Annex 40. This includes emphasis on the quality aspects “Communication”, “Organisation”, “Documentation” and “Evaluation”.
For each pilot location a implementation plans will include:
- the optimal energy saving measures (output from WP2)
- how to organize the execution
- how to communicate with occupants (output from WP4)
- script for implementation of the contract

The purpose of the business plan is to give guidance (a script) for the further actions to implement the contract an all related measures including the education and communication with occupants.

Outcome of this work package

• A full assessment of the energy and environmental benefits from the proposed retrofitting measures
• A full financial and economic analysis regarding the proposed implementation scheme and a full comparison against the traditional financing methods
• A full preparation of the implementation plans according to a specific format elaborated by IEA Annex 40
