Objective
Objective of this work package to raise order to raise awareness, create interest and get an optimal involvement of the occupants. This achieved by giving guidance, information and education for the occupants on the implementation of an energy performance contract on the pilot locations. Occupants also receive guidance, advice and (juridical) support for the actual contracting. Another objective of this work package is to bring EU closer to the citizens. In this work package information and education will be given, on a low and very understandable level, on issues like EU climate policies, the EU constitution, etc. It is crucial for the implementation (and final success) of the EU energy and GHG reduction policies that the end-user is fully committed and motivated (think globally, act locally).

Description of the work

Task 4.1. Organisation of occupants
On most of the location the occupants are not or hardly organised. However, for this project it is important to have a certain level of organisation of the occupants, involved in the pilots. These organisations are necessary
- as a discussion platform,
- as a point of address and the representatives of this organisations can act as a liaison to the rest of the occupants
- as a possible legal entity for energy performance contracting or shareholder in an exploitation company

Task 4.2. Information and education
As the success of the pilots is very much depending on the motivation, collaboration and commitment of the occupants on every pilot an information and education plan will be elaborated. The information and eduction routes are customized to the locations. The information and education actions will be condensed in Occupants Info Guides on Energy Performance Contracting and Energy Exploitation (in native language, customized to the locations) (see deliverable D4.3)
The customized info guides will be summarized in a general info guide (English and German) (deliverable 4.4).

Task 4.3. Offering and negotiation
As the process of energy performance contracting is completely new to the occupants of he pilot locations they will be guided and assisted in the offering and negotiation by independent persons (i.e. not the contracting parties them selves). This service will be performed by legal and/or financial experts of municipalities (own staff or external).
A target for the energy performance contractors is to offer guarantees on (maximum) energy use and/or costs.

Outcome of this work package

- A strong involvement and commitment of the occupants on the pilot locations with energy performance contracting
- A better understanding of occupants on pilot locations of EU programs and policies
